Purchasing PLEX with Inactive Account in Order to Reactivate - Possible?

It seems to me I read a while back that this was possible, but I may be mistaken....

If you have an inactive account on which a character has ISK but no PLEX, is there any way to access that ISK in order to purchase a PLEX with which to reactivate the account? Or is it only ever possible to reactivate an account with a PLEX if the PLEX is already sitting on the account waiting to be used (or if you get a "come back to EVE for a week for free" sort of offer)?

(I know you can always purchase a PLEX with actual money; I'm talking specifically about purchasing a PLEX with ISK.)

It's called "Hours for plex" and should be somewhere in the account management. I've found that it's very strict so if you've used it once you'll not be able to use it again and you need to send in a petition asking for time to buy and activate by plex.

You have 4 hours to apply a plex or you lose the option to use in the future. If you apply in the 4 hours you cab use again and again.
