Constraining Concord Response = Crimewatch / HS PvP Thrives

Bias: I hate Crimewatch and any/all mechanics that make any part of space risk free for either Carebears or Opportunists.

Corrections to ensure High Sec PvP can thrive Post Crimewatch need to be put in place. I see constraining the Concord Response as a now viable approach. Concord should be constrained to certain limitations as crime and punishment are now so readily available at the hands of the common Capsuleer.

Approach:
- Concord should be destructible, assuming you choose to fight back at risk of further sec/rep loss
- Concord should be survivable, assuming you can tank their now survivable damage
- Concord's EWAR should be limited to Scram/Web
- Concord should account for offending ship type, and dispatch accordingly
- Concord's response should echo the sec status

Concord Response:
- Rookie System: Current Insta-Gank Response. Rookie Space should be only safe space (negotiable).
- 1.0 Sec: x12 Response (12 Concord Ships of your current Ship Type)
- 0.9 Sec: x10 Response (10 Concord Ships of your current Ship Type)
- 0.8 Sec: x8 Response (8 Concord Ships of your current Ship Type)
- 0.7 Sec: x6 Response (6 Concord Ships of your current Ship Type)
- 0.6 Sec: x4 Response (4 Concord Ships of your current Ship Type)
- 0.5 Sec: x2 Response (2 Concord Ships of your current Ship Type)

Concord Response Mechanics:
- Concord will respond immediately.
- Concord will fight to the death once spawned.
- Concord will respect all current aggression mechanics within Crimewatch. If players de-aggress to dock or jump gates then Concord cannot stop them.
- Concord Response is limited to the system that the offense occured.
- Players will remain wanted and aggressed by Concord in the system until either Concord has destroyed the player or the player destroys the response. These conditions remain up to 23 hours and reset at downtime.
- Concord can/will station camp you.
- Concord will ship up should you attempt to re-ship in station. Should you switch to a new class of ship Concord will re-enforce with a new fleet to meet that threat. You could potentially be fighting double or triple the amount of ships should you attempt to re-ship.
- Concord will not ship down.
- Destroying Concord should have some (repairable) permanence with that faction.
- Concord does not drop anything nor are they salvagable. Perhaps even not leaving a wreck.

General Idea:

Leverage Concord as back-up. Leave Crime fighting to the Capsuleers.

Carebear opportunists like those that wont steal because other people around might possibly kill them?

We used to have this. Then M0o happened and thousands died.

What does theft have to do with Concord response?

You're in the wrong forum section.

Also, your idea has several flaws:

  • Literally no consequence to not caring about your sec status.
  • No consequence for giant paths of murder across all of hisec.
  • 12 CONCORD ships of your current type in 1.0? One sec, let me get a small gang of 10 people and crash Amarr.

Well I feel anyone with a neg sec status should be free for all, and I mean anyone with - even -0.0000001. Make it happen, if they are a criminal they should feel the heat. Also feel if you are - you should not be allowed to use any jump gate anywhere above 0.0.

I'm a nerd, you can check my stats!! Skilling Int/Mem at 45 sp per minute is how I mack!     I'm like a lapdog, all bark no bite.

~120 Concord Ships, you won't last too long :)

Server stability is a CCP problem, why should we own it?

-> Wardec
Other than ganking and can baiting (your bias to opportunists?) Wardec IS high sec PVP.
What was it Pre Crimewatch in this golden era of your imagination?

Just no.

If something is needed in high sec is less safety for criminals, not the other way around.

Don't want to get bored by Concord? -move to low sec

Don't want to get bored with SS hits and kill tons of idiots? -move to null sec

You choose to stay in high sec and be a criminal then you accept consequences and adapt.

Actually the CONCORD changes were the result of Zombie Corp's actions in Yulai, in March of 2004. While m0o did do the same thing in mara/passari in june of 2003, CCP didn't create the super CONCORD until after Zombie Corp's actions. Blink

I love it when people propose ideas that SEVERELY underestimate Eve players capacity for mayhem.

Or, do I embrace it?

If every gate and station in high sec is full of small gangs fighting off Concord and trying to gank what they can here or there... then High Sec is a place I want to live again. High risk is not the same as no risk. On the other end of that, fighting Concord needs to be a serious gamble, not an absolute death sentence.
