What if all modules required capacitor to reload?

Imagine the consequences that might have. I think charge-based modules would still provide a defence against neuts as they do now, but it would be a limited defense. ASBs would naturally have a high reload cost, so their dominance would be reduced. Cap boosters will no longer make your afterburner or other low-demand modules invulnerable, and the smaller booster charges will become much more attractive. Overall I think it would make the game more interesting. What do you think?

I think it would add unneeded complexity. You're saying that reloading my guns would consume cap? Why? These are the only modules that have to reload, the rest have activation costs. And ASBs already have a huge reload time. So again, why?
