Not exactly what you're looking for, more focused on pvp/pve, but i did spend the last couple of months training towards indy and just invented a bunch of t2 ship bpcs.
All the skills you want are at lvl V except for Mass Prod. Also, i'm not sure if this is anywhere in your price range, but take a look
