Changes to bounty system, where can I read about them?

CCP are making a big freakin' deal out of their changes to the bounty system. It's 1/3 of their high-promotion content for the Retribution expansion.

But where can I read about what the actual changes are? As in game-mechanics?

Adding Lockpicking and Door Breaking to the skill queue now. Both I plan to train to at least level IV. This is how I will get the nasties with bounties who stay docked.

Edit: Garlic Spray Projection and Garlic Potency will be added and trained to IV also.
