Session change + ui bug! fix in winter expansion?

So it's been a while now... since the new carbon ui it has become common that you get a 1-5 sec of unresponsive UI... with any session change... this includes jumping a gate, docking, logging in... leaving your ship, joining/leaving a fleet... and blowing up

To be honest, I have no idea if ccp is aware of this problem, but I am sure a ton of you guys can confirm it here...
It's a small but annoying problem that causes problems like...

Increased chance of you being podded due to not being able to click anything
Being tackled on a gate after jumping with someone chasing you because you couldn't engage warp fast enough.
Missing a tackle on someone after chasing them through a gate because you coulding even start moving yet to decloak... watching hopelessly as the target warps...

While we are at it... make modules activate on same server tick as you locked the target

So what you're saying is that YOU get a 5 second pause after a session change but THEY don't ?

Carbon UI isnt even on yet.....
