a) How does kill-stealing work in PvP? The other night I witnessed two battlecruisers going at it and one had a 1.2 bil ISK bounty. I had visions of swooping in at the last minute for the kill stroke on the bountied BC but of course I'm a yellow newb and didn't do anything but it still left me wondering "what-if?"......So how does KS work in PvP? Can you slip in and get the kill shot to steal a bounty? Frowned upon? Against TOS?

b) Are there any 0.0 alliances that have a reputation of being friendly to renters/nomads/squatters?

Isnt it the one player or group with the most damage done that gets the score from it?
hope to get the info as well. ;D for that bounty I could gladly sacrifice a ship and some security status.

A bounty is paid when the char is podded.

Therefore my speculation would be that you could have waited nearby in a ship w/ a smart bomb and earned the bounty once the BS was slagged.

a.) Believe the killing blow of the pod gets the bounty. But then again, IMO, the bounty system in EVE is utterly useless. If a persons bounty gets high enough he just rolls an alt and kills his own pod for the ISK.

b.) There are 0.0 alliances who treat their renters very nicely, usually cause those renters are a nice source of income to the alliance. Squatters / nomads who just come in to make profit of systems without paying for them etc are just another neutral that needs to get on the pod-express back to high-sec ASAP.

Unlike some other rpgs more than one person can "get the kill" on a ship. In eve multiple players can be on one kill mail. Sometimes hundreds will be on the same kill mail in big fleet fights. Bounties, however, depend on who gets the final blow on the pod kill. Only the person who gets the final blow on the pod gets the payment.

As for yor second question there are groups in eve who are not red dont shoot (NRDS). That is the closest thing you will find to what you are asking for. Folks in the Providence area of eve in the past have had NRDS alliances controlling the space. CVA and other alliances have lived there and run their alliances as NRDS. I have no idea if they are still in control there or if the current alliances are NRDS but i suspect that some of those folks living there still are. As long as you dont shoot anyone there they will ignore you but once you shoot anyone they will shoot you.
