avoiding cargo scan

but what exact means two or more layers of containers?

It means putting what you want to transport in a GSC or similar container, then courier contract it to your corp to where you want it to go.

What Sigras said. Though you can't accept a contract that you made, so you'll need to make it with an alt or trusted friend. Though it is interesting you can create a contract to yourself.

Since you need two or more layers to make your cargo unscannable, and since you can not put something in a GSC and then put that GSC inside another can, the only way to make your cargo unscannable is to put the cargo into a can (GSC or other container), then create a courier contract to have that can moved to the destination. The Courier package acts as a container, so you basically have the cargo in a container within a container.. hence two layers.

Another way to make your cargo unscannable is to haul it inside the corp hangar of an Orca, since the Corp Hangar is naturally unscannable and does not require you to make contracts or deal with containers at all. However, you might not want to use an Orca right now if you are heading to or from Jita since Goons are suicide ganking Mining Barges, exhumers, and Haulers in Caldari space (an expansion of their Anti-Ice Mining "project" in Gallente space). In addition, if you do haul using an Orca, slap a 100MN MWD on the Orca and it will align/warp in 10 sec every time, which is much faster than a freighter.

Aye the 'exploit' of using the corp hanger in an Orca to make your cargo unscannable has been removed. Go with the GSC & courier contract option.

Wait, I thought they only made it so that NPC customs could see illegal goods in your Orca's corp hangar? Can you really scan into it with a cargo scanner too now?

AFAIK, players cannot see into an Orca's corp hanger. NPC's can for Customs purposes, but not players.

And at any rate what's in the Corp Hanger will never drop, so if you stick shinies in there you should never have to worry about being ganked unless it's purely for the tears factor.

CCP did change the the Orca Corp Hangar so NPCs could see into it for the purpose of checking for illegal contraband, but players can still not scan the Orca's corp hangar.

Can NPC's scan the GSC+ courier contract for contraband?
