Target Spectrum Breaker Question

Is the target spectrum breaker like the ECM burst in that it will result in a security status penalty if activated in High Sec space? Or, can it be activated anywhere without penalty? Thanks

I presume that it will trigger GCC IF it affects any ship you would normally be GCC'ed for acting against.

i.e., if 3 ships lock you and aggro you, and you activate the TSB, it will only break the locks of those 3 ships. Thus, no GCC for you.

BUT, if 3 ships target you and 1 aggroes, you but not the others, then triggering the TSB will still affect the non-aggro'ed ships, triggering GCC.

You can probably activate it anywhere. I can only see a possible use in null sec fleet battles where 100 people might try to lock you at the same time.
