I sent it in to get fixed, but until then, I need another way to manage my Skillqueue,

And before you ask how I am telling you this, I am using my cellphone, but it is NOT a Smartphone. I wish I had one, though.

Build yourself a 250-300$ desktop that runs EVE reasonably well.
Keep it as backup or for guests later on.

No worries there, it is pretty common to have several access points to the net. I got about 4 laptops myself, a few smartphones and I guess a tablet somewhere. I guess I got a total of 4 separate internet connections as well.

It's not like you can get a noticeably cheaper machine that can run EVE these days even if you wanted to.
EDIT: unless you go second-hand machines, that is

Saving on the RAM is not really an option, only 2 GB kinda' sucks (especially on integrated graphics), and you would save less than 10$ anyway, so that's a no-go.
You could save 20$ or so by going with the cheapest possible first-hand-retail HDD available sacrificing 36% of storage space, I guess, but that's a resounding "meh".
And I suppose you could also go with an Intel Atom mobo + soldered CPU combo and save yourself another 40-50$ or so, but I have a feeling of worry that the GPU inside the Atom might not even run EVE at all - no idea for sure, getting info about the iGPU on those is like pulling teeth from a rabid wolverine (and if it runs it at all, it most likely JUST BARELY runs it) - so you might also want to get an entry level discrete video card (and if you're spending a couple of hundreds of dollars, you will want more than just skill switching anyway), so you're back where you started with that price-wise, more or less.

In conclusion, funny enough, it's easier to build a dirt-cheap machine that runs EVE reasonably well than to build a noticeably cheaper machine that just barely runs EVE.
