I really did do an EVE search and looked in EVELopea but have found scant information about the topic.

I'm trying to find out how you get these placed in 00.
How they are upgraded.
What are the actual benefits of doing so.
(Rates of drops, better officer drops? Better ore)

Anything along these lines would be of great help.
