Are the factions in FW always stuck at tier 1?

I noticed all of FW is at tier 1, do they ever get up to tiers 3, 4 or 5? Have they ever got to tier 5 other than the time it got manipulated by goons?

Everybody just spikes it to a high tier to cash out. The higher tier can only be held for a few hours, so it doesn't last long. Minmatar and Caldari both reach tier 5 when they have farmed enough LP and feel like cashing out. Amarr and Gallente have reached tier-4. Gallente have a good shot of hitting tier-5 whenever they make their next push. Amarr is the only faction that might be doubtful as to if they can spike up to tier-4/tier-5 anytime soon.

The system favors timed "dumps" where everyone puts LP into the system to spike up to high tiers of warzone control and then cashes out their remaining LP for better ISK-LP ratios. It does not favor (and is difficult) to maintain high levels of warzone control permanently, although for a while, Minmatar were able to consistently maintain tier 3/4 (this was after the Goon involvement: they kept it up at T4/5 for a few weeks until they cashed out).
