Upcoming race specific changes

Hey guys, I'm a relatively new pilot probably just over a month old. I'm curious, at the moment I'm using an Arbitrator with bare minimum t2 tank and t2 drones only able to fly and handle level 2 missions (my current ISK source). My next goal was to get into a Harbinger for level 3 missions. Now EVEMon says 49 days for me to get Battlecruisers 5, Destroyer 5, All Race Frigates 4 and All race Cruisers 3 which makes this venture a 44 day sidetrack that's with +3 implants (All I can afford).

My questions:

Do you think I have enough time to train these skills before the changes arrive?

Do you think it's worth pursuing considering the limited options I have with my current skill set?

This is old news but as I'm a new player I'm only just getting on board. Appreciate any advice, thanks.

Your goal is to fly a Harbinger, so why do you need Destroyer 5, all racial frigates at 4, and all racial cruisers at 3?

Did they announce that they were going to implement the changes to the racials for destroyers and BCs? I thought that wasn't going to be until after they rebalanced the BCs (ie sometime next year)

you have time. they won't be doing that until spring i would put the deadline at march just to be safe. train for your harbinger for lvl 3s now then worry about lvl 5 battlecruisers/dessies.

I should really start reading the dev blog. I guess I just saw "winter expansion" and panicked, don't want to miss out on a load of free SP

Getting the prerequisite protects me somewhat depending on how they decide to implement the changes. Gives me more time to get sorted I guess, Ill just continue toward my Harbinger for now. Thanks guys
