Do they still work off grid? I'm thinking of having an alt in a BC with a warfare link to boost my main. I haven't decided if I want the BC one pocket behind me for looting or in the same pocket with a lot of tank and small guns for killing frigs.

Yes they work off grid. As long as you're in the same solar system with proper fleet structure they will work.
