If I recall correctly voting is accessible during a specific time through the account management section of the website.

As for propaganda, you'll find it here, as well as on blogs, EVERadio interviews, news sites, and occasionally mass ingame mails.

It obviously won't do enough looking at the crud voter tunout percentages most are ignorant of it.
Right now most casual HI SEC players ( that do know what the CSM is ) IMHO feel disenfranchised from the CSM & don't bother to vote.
