The Retriever is suppose to have 27,000m hold space.
I can't seem to get it past 1,418m.

Is there another mod that gives it more hold size?
(i have three cargo hold optimizers and three expanded cargo II's)

Like they said above - there are two different cargo areas in the Retriever (and in all Mining Barges and Exhumers): the Cargo Hold, which is for holding things like mining crystals, and the Ore Bay, into which mined ores are delivered. If you open your Inventory Screen in flight, you'll see a little arrow that will expand the various bays of your ship: you'll see the Cargo Hold, the Drone Bay, and the Ore Bay.

The size of the Ore Bay in a Retriever (or a Mackinaw) is directly linked to your Mining Barge skill level; there are no modules or rigs that will expand that bay.

There were plenty of others who had the same issue after the ore holds were added :)

It's okay OP, I made the same mistake too, I forgot they added in ore bays and was like "wtf my retriever has a 400m3 cargo hold now! how am i supposed to hold ore?!" and then it was pointed out to me that there was an ore bay.

That's a Templar, an Amarr fighter used by carriers.
