pvp tengu, need suggestions

first, lets start with my current build

implants,
eg-602 (cause i need 2% more power-grid)

subsystems,
Supplemental screening
accelerated ejection bay
fuel catalyst
augmented capacitor reserve
CPU efficiency gate

Rigs,
Medium Anti-EM screen re-enforcer II
2x Medium Core Defense Field Extender I

Lows,
Damage control
3x Ballistic control

mids,
Large Shield Extended II
2x adaptive invulnerability field II
Warp Scrambler II
Stasis Webifier II
10mn Afterburner II

Highs
6x heavy missile launcher

Here are some notes,
1. I know its pretty standard, just looking to make it better.
2. Not going with hams for a while
3. Its for solo/small gang pvp, nothing major

and some stats on current skills
dps: 620
ehp: 93,339
Resist: 65.2-90.9-86.4-77.4
Cap: Stable (not by design, i couldn't fit the MWD on and the afterburner doesn't take much)
Speed: 616m/s

I do hope you have plenty of cash to spare. In the region I am at, people call off to everyone in the area when they get a Tengu pointed, and it turns into a mad pinata race, even semi-rivals not shooting at each other (at least until the Tengu is dead). I almost feel bad for the Tengu pilots over there.

Just something to keep in mind.

As for build advice, well I dont fly one so I'll leave that to others. ;)

if you're running a scram, why not HAMs instead of normal heavies?

personaly if I were ever willing to take the time and effort to train, build and fly a pvp tengu, I would likely go for a HAM fit.
