Located in Jita, zero sec status, positive wallet, I pay transfer.

+Can fly CovOps
+Can cloak
+Can use some basic modules
+In 3 days can use a covert cyno module

Consider this more as "Placing an order" for a character with covert cyno which will be fulfilled in 3 days time rather than "buying an unfinished character". The title is not misleading because by the time the auction ends it WILL have the covert cyno skill - although if you wish to offer a buyout before then you may do so in the case that you don't mind training those three days yourself.
