Boths system have merit. Elonaya is a good choice due to it's population, yet Sirseshin is close to the border of the Domain region. I believe that expanding to Sirseshin would be beneficial in the long-term as the miners of Amarr are desperately in need of the Code & taking Sirseshin would confirm to all who doubt that the influence of the Order is infinite.

I vote Sirseshin.

I was leaning towards Sirseshin for logistical reasons (quicker response time), but it appears that a lot more folks prefer Elonaya.
