PLS Help!! Did u compromise assembly lines access restrictions with last sisi patch?

Ok, just before sisi went down for the big update i was trying to setup a pair of pos labs for my corp members usage (was using ceo + test alt); i've assigned proper roles etc and was able to restrict access to whatever assembly line i wanted, unfortunately sisi went down and before i could test everything so i have to redo everything now.
The problem is i can't restrict access of any assembly line anymore, all of them are always usable by test alt despite any resctriction i apply (i've even tried to restrict use of characters with security status range between 9.99 and 10.0: still fail and test alt has security status of 0.0)

So am i doing smth very wrong or u compromised whole system?
