iv been looking around and this is my first charicter buy. where can i find out more about sending the isk and everything

No problem. Look at the top of the character bazaar forum for a thread called "Character Bazaar Rules and Resources *Updated July 24 2012*" by CCP Spitfire. That lists the rules for character transfers. Rule 3 I think is the rule you are looking for.
