Allow any ship with a covops cloak to light covert cynos

Hopefully the patch that includes the ability to fit covert cynos on ships also includes the removal of ASBs, ugh.

please dont confuse ASB with cloak. These are 2 fu**ing different things!

I think at least cloaky hauler should have the ability of using covert cynos.

The only cloaky hauler capable of actually fitting it next to the cloak would be the prowler though, as the others have no second highslot.

fair enough. Eve is too much of all the same crap in different colors already, so some uniqueness wouldnt hurt.

I would be ok with covert cyno's on blockade runners, and t3's with the covert subsystem....
