Missions are good in your case, L4 missions.

The ship: You want a solid tank and be cap stable. The latter is real important as it means your ship can sit in the mission forever as you deal with any connection issue. You want to be able to just turn on the tank as you warp into the mission and let it run without having to cycle any tank related module.

Drones: Sentries are good because if you get a DC the game will recall them automatically for you as you e-warp. Heavy or medium drones may not make it back before your ship e-warps, so you can lose them (the NPCs can blow them up while you are gone). A ship that mainly uses guns + light drones would work well in your case too, as the light drones are fast enough to get back.

I'd stay away from incursions if you got connection issues. Its a group activity and needs good comms.

The other high sec activity to look at is Exploration. You can reconnect to probes if you get a DC, so as to not lose them. A Swiss army knife fit T3 works, as it can have a probe launcher, a salvager, a code breaker, an analyzer, and sufficient DPS and tank to do all mag, radar and combat sites in high sec (with the exception of the low end combat sites that will not let you through the gate).

Admittedly, since you're not in it for the L4 isk and more for something to do, I agree cap stability is fine, if you want to do it. However, I personally, even under these circumstances, would just aim at having a steady tank that can last for 5-10 minutes. Once you disconnect, you leave grid after a minute or two assuming you have not recently received player aggression. Usually, cap stable fits hurt your damage output quite a bit, and in my own experience I have found that to be at least equally as dangerous as not having enough tank. "Tanking" by simply reducing incoming damage is equally as legitimate of an option and it is more fun / better ISK.

I got some kinda cheapish cap-stable Tengu with two small shield boosters and an afterburner.

All my lows are filled with ballistics, the missions are pretty good and easy so far... The ship works wonders. I haven't met a mission I can't do yet... But it obviously lacks a bit in the DPS department.
