Warp to zero function is always not vissible in the science and industry window under planets tab when you right click a planet then select customs office then warp to 0 when you undock. This happens If you have the science and industry window open either before you dock or while you are docked. You will only see the option to approach.

Also if you are in planet mode while docked then undock. You have to close both planet mode and science and industry windows then reopen before you can use warp to 0 in science and industry planets tab.
