Looking for a Focused Cross Faction PvP Subcap Pilot

Arrow Race Order:
minmatar > amarr > >caldari > gallente

Arrow SP between 60-80m

Arrow Skills:

very good engineering (shields and comps to 5 is a big plus)

gunnery 14-15m +

missiles 4-5m +

good navigation skills

spaceship command 20m +

no capital ships or skills, no trade/social/indy/leader etc (at least I m not paying for those)

Arrow Budget up to 25b
