Capital ship "outbumping" after DT and compensation of lost ships

Hi!

I decided to write here on forum and hope that developers will read this message. GMs are unable to help with this problem and I think they don't want to understand the plot of the problem.
From time to time after server restart (DT or emergency reboot) ships under POS field experiencing so called "bumping" to POS structures or one of another. Little ships have few inertia and able to stop within the force field.
But capital ships with huge mass and inertia are able to fly out the forcr field (I think that developers are know about this).
So the case: I live in WH level5 and have large POS. All the time I have about 5 capitals under field. At 3.10.2011 i log in and saw Phoenix wreck out of the POS field. Then I saw that there's no signs of another ship - Naglfar.
Naglfar was fully fitted with Officer's modules. Killmail for the Phoenix - http://mdel.killmail.org/?a=kill_detail&kll_id=10752008.
I want to pay attention to uncorrect work of GMs. First of them tried to convince me that I blame myself and that I needed to have a capital hangar. Second GM could not help because this ship did not belong to me and that ship flew over the field is only my problem.
I had described the problem from my account and from the account of Draegg, owner of Caldari dreadnought). To make sure that there was a second hijacked ship you need only read the comments of the proposed killmail. GM Service did not response for a long time without
getting in trouble with standard excuses.
I badly want developers to understand the problem of "outbumping" ships after DT and I want to be compensated for stolen ships. Amounts have been described by me in the petition.

There are Ship Maintenance Arrays for the purpose of keeping ships safe from foreign access (and yes, you can store one Dreadnought or Carrier into a normal Ship Maintenance Array, no need for a capital ship maintenance array for those ships) . Storing ships within the force field of a POS always happens on your own risk (and always has been considered this way by CS) and subjects the ship to potential theft by anyone who somehow gets access to the forcefield, as well as the forcefield ejecting ships it does not consider to be legally in there (usually those checks happen around downtime or when the owner enters the grid).

There's a certain amount of humor/irony in being called out like that by the guy that stole your ships...

Yes, but GM do not believe what happened and do not believe that it was my ship, because they have not written it in the logs.

I find it interesting here in the order of things considered? All ships are stealing every day, broken-off from the same POS?

The great thing is that the ships are in months 5-10 km from your base, and on this day takes them 40 miles away. Is this normal?
