Hello,

I encountered the same problem as this person but with Nvidia cards.

By activating the options Interval One or Default, I had a large drop of FPS.
Present Interval: One (all clients)
1 Client = 60fps (ok)
2 Clients = both 30fps (not ok)
3 Clients = all three 20fps (not ok)

But I found the solution !

The problem is windows aero.
To resolve it : right click on the desktop, customize , and choose a basic windows themes.

And surprise :
Present Interval: One (all clients)
1 Client = 60fps (ok)
2 Clients = both 60fps
3 Clients = all three 60fps (ok)

In the shortcut properties for eve, you can go into the compatibility tab and have it disable the desktop composition (I believe that's the one for aero off the top of my head) and it will auto disable aero when you launch eve and restore it when you quit so you can still enjoy aero when your not evening. :)
