Hi

Given the condors recent boost which is the better interceptor

Condor or Crow

Is the 4,4,2 setup and extra rig slot better than the 4,3,3

It doesn't matter, Crow lacks the dps to get in close so what it actually needs is more range bonus on its misiles so you can use rockets at 20ish km. Until the ship gets a complete look-at the slotting really is very much secondary, at best.

p.s. Kiting fit rail raptor is great fun.
