Quickest speed destroyer?

Just wondering what fully-kitted destroyer would provide the fastest speed? I'm not interested in aligning to warp, just only the actual speed. My hunch is the Coercer since it comes with 4 low slots, so you can add 4 overdrives and nanofibers to squeeze out more speed. Thoughts?

Get EFT or Pyfa and you can easily work it out. Probably either the coercer or the trasher though.
