Actual EVE playing at no direct cost for effective second or third accounts. A live training queue always costs either a month's subscription or a PLEX.

Currently you can have up to one live queue per account, and obviously only one active character per account.

With this, you could effectively have your main's account and two satellite accounts. (You would be logging into the alt character directly instead)
With the satellite feature active, you could pay an additional regular account price to activate the training queue for the second or third account. (PLEX redemption also could be used)
Why not just buy a second or third account? Because this lets you play the alts at the same time, and not pay for a live second or third account. If they don't need a running training queue, why pay for just your cyno alt?

Allow me to explain: This game is all about the player base being able to enjoy a primary role, without bankrolling support.

You can use an alt as a free account from a paid one, with the understanding that the training queue is not able to be activated without either payment or PLEX.

This lets you use your alt with your main character, actually on the same account you ARE paying for, giving you more things in the game you can do.

With more things you can do, you have more reasons to play more.

When you play more, your activity makes other players happier since you are there to be fleeted with, viciously attacked, or have transactions with. Maybe all three, some people are into that.

An alt like that being used is most well known for a support role, like a cyno alt would be.

You also have supporting roles like boosting, where you sit somewhere safe and provide bonuses to a group. (Not talking about being in the fight on this)

Maybe you are flying a logi, and you just follow the combat vessel at a distance and periodically administer reps.

Perhaps you fly a hauler, so people mining can move ore more efficiently.

These are important roles in the game. They are truly needed.

They are not box cover exciting roles people look for, however. I can't imagine anyone getting excited over hauling, or popping a cyno for a jump freighter.
And maybe boosting and flying logi can be more interesting, but too often it hardly is demanding enough to be the one activity you need to focus on.
I know all of these roles first hand. I do them well.
And while necessary, they are not what inspires me to pay my monthly fee in EVE.

If anything, they are the time sinks and obstacles I regularly overcome to actually play the parts of the game I do enjoy.

An idea that I've oft' thought about but have never been able to put it so succinctly as you have here. Satellite Characters would be a boon for the game and make the extra character slots in your account actually useful. Currently when you thy to log in again to access another character on the same account, it logs you out. If this were added, you could access the other characters on your account without being logged off. You'd also be able to have a run around alt to do those menial jobs that you'd rather not do on your main. This is an idea that warrants plenty of merit and I've nothing bad to say about it because, honestly, I think it should have been done a long time ago.

Bumping for attention.

This is not Free to Play, this is being able to get use from the character slots you aren't training, without needing to log out the character you care about most.

ANY training you gave these alts either cost you time from your main, or extra money to CCP the same as if you had an active second account for that period. In no sense is this actually free.
It simply stops blocking you from using valid characters on a paid account, characters that can enhance the playability of your main.

Make people anti-social? No.
You either want to group up and play with others, or you don't.
If you only fleeted up because circumstances forced you, then you compromised.

Gee, I can't do activity X right now, because all my buddies are offline.
No, wait, I can log in my alt to do minor support instead! I don't have to choose between not playing, and doing something boring in game!

You like PvP? Then you know people not paying proper attention make great targets. People who divide their attention need to work harder to avoid giving you an opening.
Your environment would be more target rich than ever. Every alt online being another ship, without a player able to devote 100% attention.

More things go boom.
