CCP Rules: For security reasons, all new character transfers will have a ten hour delay, during which time the character will be unplayable
ALL CCP RULES for Char transfer must be followed...no deviation will be entertained...period.

Implants in empire clone are +5 with a bunch of nice hardwires for missions and such
0.0 clones tend to have +3's in a few attributes that I was training at the time - their value is negligable - but i figured I would add it here.
