I was wondering are they static or do they change every time u reenter system and is there point to write them down so u woudnt need rescan them every freaking time.

My understanding:

Sig ID's are static until downtime or they are run, even if you leave the system. You have the option to ignore a particular ID in the scanning window.

Yeah, the IDs still remain the same no matter what you do until down time at which point they are all given new ones.
