WTB - Low SP PVE/PVP starter

I'm looking for a char that will make a good starter.

-Must be a FEMALE character.
-Race is not too important.
-Should have basic skills at V (Engineering, Mechanics etc)
-Able to fly T2 frigs/guns in the same race.

Must be combat focused - no indy/miners/haulers or tengus please.

Budget is up to 6bil, doesn't have to cost that much.

I'll take 6B for me :)

-Female
-Gallente focused
-Basic skills at V
-Able to fly T2 frigs/drones of the same race.

Combat focused with no wasted SP.

To add to your wants:

-Two remaps and a re-sculpt
-Clean corp history
-+ 4 implants
-Nearly 13M SP in only 50 skills. (That's a focused character)

I have a solid 9mill (ish) combat character, winmatar, very focused, great gunnery skills and combat ready. Will run you a little cheaper, save some iskies for some nice ships.
