AFAIK There have yet to be a Gold or B/W faction blouse sold in Jita although I have had buy orders for both at 210m each since they went live. I have not seen any portraits with them. I believe only 2 graphite blouses have been sold (one to me) although I think I have seen a couple being worn most likely from the original owners and I believe Azami Nevinyrall is currently wearing one. Celeste was also wearing one in her last portrait but I switched it for the red satin one for now. There are a good number of the red satin blouses floating about.

At Tier 1 those 'Sterling' Shirts are at 400mil + 400k LP. You probably wont see any from Amarr or Gallente as long as they cant gain some territorial control and upgrade thier Tier.
