I can't decide if it's better to stay in one cluster of systems and scan them for complexes (about 6-8 systems) or perhaps it's better to keep moving around all the time?

I think it depends on whether you are finding stuff in that cluster.
If so, then your time of day is probably pretty good, if not, move to another cluster and try that.
I usually just fly to a system where I have a R&D agent and check the systems along the way to get an idea.

Find some backwater systems in low sec. Preferably something with a hi sec system within 2 or 3 jumps. Scan there regularly.

More info. is needed to give you a good answer so I'll just say this; explore wherever you want. Go out there and get some first hand experience in what works for you. One way doesn't work for all.

When you say "cluster" are you referring to the constellation? Or is the 'cluster' a different way to group systems?

In the cat-and-mouse game that is low sec, there is no shame in learning to be a better mouse.

He just means an arbitrary group of systems he has decided on.

Not really, considering spawns are random.

I know some people actually believe "well I have a route that always spawns X amount of sites." This is just silly (not saying you do, just putting it out there).

I know it's random, but I've got a couple systems I scan in this tiny low sec island that seems to spawn the same site every effing day. Different locations within the systems, but always the same types of sites in damn near the same quantity. It's uncanny.

Maybe its just coincidental bad luck, but I have noticed a definite decrease in the number of sites spawning in the low sec faction warfare systems lately.

It used to be rare for me to not find one per system, but every system seems bare anymore aside from wormholes.

Find a nice circular loop in low/null with minimal activity. Set up a base. Have ships ready for probing, salvaging, hacking, analyzing, hauling, and wormhole daytripping. Proceed to profit.

Many gankers will camp at the gate from high-sec to low-sec, so if you stay in low sec, you might be a bit safer, too.

Just keep that D-Scan open, and refresh every few seconds when you are new to a region (in low and null that is, wh as well).
Since Exploration gets more and more overrun, it is really hard to pinpoint a single region and say "go there". It's all about luck and chances anway. Haven't found a decent site in weeks now. Cry
