Small button. Used everywhere and often.

Why isn't there a key-bind for it?

Maybe because it's a window-specific function? But then there might be others of those that have hotkeys that I'm not thinking about. In any case, supported.

One concern: a macro that just spams that keystroke to autoupdate d-scan would be pushing the limits of acceptability, and CCP might now want to enable that sort of behavior any more than necessary.
