Repping range of an Oneiros

Now I'm told that the repping range of an Oneiros is hovering around 70KM with a large remote armor repairer. However, I'm looking at the bonus for the Oneiros and I don't see range bonus? I see a 150% bonus to a skill. How do you figure out the repping range for this ship?

Gallente Cruiser Skill Bonus: 150% bonus to Remote Armor Repair System and Tracking Link range 20% bonus to Armor Maintenance Bot transfer amount per level

Logistics Skill Bonus: 15% reduction in Remote Armor Repair System capacitor use and 10% bonus to Tracking Link efficiency per level

Role Bonus: -65% power need for Remote Armor Repair Systems

I see. I interpreted slightly differently because the way it was worded, implied that it's a bonus to the Remote Armor Repair System skill itself which is described as below. Thanks

Do people often fit the trackling mod to the Onei anymore? Or in what combat situations would an Onei pilot fit one?

not very often.
they can be nice for logistics ships assisting sniper fleets, providing massive range bonuses and freeing up mid/lowslots for the combat ships, but are limited to boosting only a single ship at a time, sometimes two.
much more realistically is for assisting a closerange brawling battleship to suprise/ambush apply damage to smaller faster targets like battlecruisers and cruisers. let the small targets get comfortably under the guns of the big ship, and then pile on the tracking links and watch em' pop.

Good for dual boxing 'solo' play but that isnt exactly viable these days and you are better off boxing 2x damage ships, or ewar.

Just in case anyone was wondering, the rep range for logistics ships is 72km for large modules, 51km for medium.
