if I read the forum rules correctly, I don't actually need to be ingame to do a character transfer?

as long as I post an acceptance of an offer, then the next step is for that person to send the isk to the character being sold, along with the account name in an evemail, then I just login to the eve website and transfer it?

oh this is my first time lol please check I'm following the rules -_-
