Does Target Spectrum Breaker do as advertised?

I cant remember wether this does what it says it does

bounces target locks to other ships and/or breaks target locks

or whether that was just flavor crap

And, isn't sanity really just a one-trick pony anyway? I mean all you get is one trick, rational thinking, but when you're good and crazy, oooh, oooh, oooh, the sky is the limit.

I haven't had the chance to test it in a large combat situation yet, but yes, it is supposed to have a higher chance of breaking locks the more people that are targeting you.
