Patch Size and patch info?

I'm a bit puzzled by the size of the little patches that comes out every now and then. I always click on read new patch info and this is the latest one.

Patch notes for EVE Online: Inferno 1.1.9

Fixes

Corporations & Alliances

Bills for wars are now cancelled if the war ends in a surrender.

Mac

Fixed an issue that caused the client to slow down rendering if it had been minimized to the dock and brought back into focus.


And the size of this patch was 26.63 mb. Now is there something CCP is fixing or not telling us about, cause lately I've seen these huge patches for such a small fix. I know enough programming and 3D animation to know how much is what whenever you implement new stuff. And the patch size lately does not correspond to the patch info..

background stuff?? That's a heck of a lot of background stuff in that case, cause remember, this is not code that is changed, it is added content. Ever seen a 26 mb big text document with only text in it? I haven't but I'm sure it's a few hundred pages long.

So what is this all background stuff in that case that isn't so important? Server stability, content that isn't affecting gameplay?
Whatever it is, it's pretty significant since the last few patches has been around this size and has very little content in patch notes.

Stealth nerf and stealth tweaks, that may be. Haven't played the game that long to know nor do I know the full spectrum of the game to know when something is changed without them saying that it has been changed.
But maybe you do.
