Third faction - sov decay

Many folk have pointed out that much of null space seems empty of folk - that alliances seem to grab space that they don't really want and, in fact, do not use. To address this situation, I propose that ccp introduce sov decay - that if a system is not actually used, e.g. Ratting, mining, etc . . ., an incursion like event will start to spawn in the system. Overtime and with continued neglect the incursion faction will strengthen in the system and eventually attack the sov of the system. I don't propose that the Npc be unbeatable or that decay be inevitable but simply that if there is a failure to respond to the incursion, the system will fall out of Alliance control and become an Npc system - of course this will not be a prema Npc system, but one that is captureable.

In my view this system will act as a check on alliance, making sure that they can only grab systems which they can actually use and will be a boon to small alliances who may as a result be able to grab this excess spaces or at least operate out of the temporary Npc spaces to cause havoc to the larger alliances.
