Skilling on different charactes - one after another

i would like a skill eque that works from one charakter to another

if i got on charakter 1 free time - i can put in charakter 2 a skill.
so u dont have to "log off. log in. stop (after u wasted time on something else). log off. log in. start"

thats like a "game mechanic webifier" :(
