Agent and Corporation Preferred Enemy?

I finally got my standings up with a faction to start L4s, but I really think I should get a few more skills up before I tackle those. I am a rather cautious player. That being said, I was wondering if there were any corporations with agents that don't give out many "go kill these Amarr/Gallente/Minnie/Caldari dudes".

As an example, way too often I would have to decline three different missions from three agents, and then get stuck waiting for the decline timer to end just so I didn't have to ruin my standings with one of the main missions. I want to avoid that. Are there any security agents that specifically deal with pirate factions?

No, not really.

While waiting for the timer on those security agents, you can also mission for Distribution and Mining Agents within that same corp.

It's random, at least within factions.

Gallante tend to have a higher incidence of faction kill missions against Amar in the lvl4 pool.
