Looking for a character, preferably something thats ready to go for 0.0 mining.

This requires :
shield tanking skills
Preferably Mining/Refinery/Refinery Efficiency 5
Exhumers 5 would be nice, but not required
and Transport ships, or the ability to inject it

budget of up to 2.3-2.5bil
