What (besides skills) determines LP reward from missions?

I seem to notice that I get better LPs from missions with gallante agents than I do minmatar ones.

Can anyone tell me what factors determine how many LPs an agent will offer at the completion of a mission (besides skill training, of course).

Any input appreciated.

Security level of the system. Higher levels = worse lp payout.

large population average completion times. could be they are similar missions but the gallente farm their version and the minmatar tend to blitz their version. the system would then see the mimatar version as easier and then payout less.

I've found some interesting results; two agents in the same station. Same standings. A few times they offered me the same mission but in different systems; the mission in the lower sec system gave better rewards than the mission in the higher sec system.

Is the lower sec system further away?

They were adjacent systems to either side of the agents system. One on either side.
