I got 60-day offer for 19.95$.
There is a line: ETC and PLEX cannot be used with this offer.
Does this mean i CAN'T use PLEX after 60 day period expires?
I would have to pay for 30\60 day more in real money? Or could use PLEX?

Yep. Here is Terms and Conditions.

All i want to know is can i use PLEX after 60day. Maybe subscribe expire and i will take 4 hours to activate PLEX. Or just activate it somehow in the end of this 60-days.

Yes, you are able to use PLEX, just not to activate this offer.

So if you pay 19,95 you'll get 2 months of subscription. After that you can pay with PLEX again, no problem.

"ETC and PLEX cannot be used with this offer." only means that initial 19.95$ must be paid with real money. This is different from some other offers, like recent "Power of Two" offer where you could either use real money or few PLEX to pay for special offer.

If you later want to pay with PLEX, just cancel that recurring payment and use PLEX later.

I bought it yesterday and my monthly sub. was still active and had another 9 days until renewal so your account doesnt need to expire to buy it, but I don't have my account set for auto renewal so that could be the difference?

If you go into your account manager, you should see a green banner at top

It just means that CCP won't charge you automatically for next period when your gametime runs out. No penalties. When you have recurring payment, there should be option in Account Management to cancel it. I'm not sure where exactly since I've never had recurring payment.
