What am I looking for?

I want a focused Tengu pilot with high shield skills, perfect (relevant) cap skills, decently high missile skills, subsystems V.
Also some of the other support skills would be really nice - such as electronics/navigation skills.

Scanning skills is a bonus, but not required.

Something in the 15-25mil SP range, and I have an adequate budget available for that range.

Sorry, but that is just totally overpriced. Not maxed Subs, not maxed cap skills. Rest looks relatively nice though.

I'll keep looking.
