Basi vs scimi for incursion logi

What's the qualitative difference between flying a Basi and a Scimi in incursions?

Also, why are Scimi prefered for small gangs, just because you can fly one of them cap stable?

Basilisks:

Pros:

Easier to "skill" into
Can fit more reps

Cons:

Usually requires a cap buddy to function (there are some cap stable fits; however)


Scimitar:

Pros:

Cap stable
Can still function at 100% if the other logi(s) are killed

Cons:

Require more skills than a basi to fit for optimal performance

Difference is marginal - cap links vs targeting links. HQ/AS fleets usually have comparable/equal amount of basis and scimis, vanguard fleets don't matter because there are no vanguard fleets (or they are pretty good at hiding).
