so, which is going to perform better in anom's, against the sansha, the tempest armor tank, or maelstrom shield?

It all depends on your skills. You can patch resist holes with rigs if you must. Overall I would recommend the Mael.

You're confusing Sansha and Blood Raiders. Blood raiders do the neuting and Sanshas do the tracking disrupting.
