Incursions in Cruisers?

Would I be of any use in an Incursion fleet in a Vexor without T2 modules?

I don't think you will ever get an invite mate. The smallest thing I've seen is a drake, those ppl get invites sometimes to earn the isk for a raven. In the end you just want to be in a faction battleship anyways, or at least a t2 fitted normal battleship. Also, remember that there are more shield fleets than armor fleets, so you're better off with a shield ship for invites. As for now, i would just stick to missions with some friends.

t1 cruisers are pretty much a no go in incursions, as they can't get nearly enough buffer. T2 cruisers are sometimes acceptible, but usually only as a specialist ship (ex. rapier/huggin). Without stepping up to battleships, the ships that are accepted from worst to best are tech 1 BC's, t2 cruisers, t2 BC's, and finally t3 cruisers. In most cases, t2 fit battleships will get invited before any of the before ships. Exception of course is logi's, as a fleet is generally hurting more for logi's than anything else.

Incursions aren't really for beginner players. While technically they are possible, in most cases the begginner player is missing key skills to allow them to effectively run the sites effectively, and most players would rather play with more experienced players because they are more effective, which means less likely to loose ships.

The easiest way to get into incursions is to fly a logi. A pure t2 fit logi can fly in with an initial price of between 200 and 300mil isk, which is currently cheaper than a t2 fit teir 3 BS. It is also a lot less training to get into a pure t2 fit logi than a t2 fit battleship/t3 cruiser. Or you can take in a meta/t2 fit battleship/battlecruiser and try getting into fleets with those, but you may have trouble getting a spot in fleets.
